HUD Green and Resilient Retrofit Program

HUD’s Green and Resilient Retrofit Program (GRRP) provides direct loans and grants to fund projects that improve energy, water efficiency, or climate resilience of affordable housing. There are three funding opportunities within this program.

  • The Elements cohort is open to properties that are in the midst of a recapitalization transaction that includes utility efficiency, renewable energy, carbon emission reduction, and/or climate resilience measures. Elements funds can be used to add or preserve specific green or resilient items in the property’s scope of work. Awards are up to $750k per property. Applications are due by July 31, 2024.

  • The Leading Edge cohort is open to property owners in planning recapitalization and are interested in green certification. It provides up to $10 million per property for construction and transaction costs associated with achieving the qualifying green certification. Applications are due by April 30, 2024.

  • The Comprehensive cohort is designed for properties that are not yet in the process of financing a project and have high efficiency and resilience needs. Awardees will get help evaluating their properties for energy and climate resilience investments that make sense for them. There is a $20 million maximum for each property. Applications are due by May 30, 2024.
