Safe Streets and Roads for All

The Safe Streets and Roads for All (SS4A) program aims to help communities in the development of road safety action plans and improve unsafe roadway corridors by implementing effective interventions. These funds can be utilized to test out safety features such as separated bicycle lanes or curb extensions at intersections as well as implement nature-based solutions. There are two grants available within the program, Planning and Demonstration Grants and Implementation Grants.

Deadlines:
- Planning and Demonstration Grants: Due April 4, May 16, or August 29. Eligible activities include 1) Develop or complete a comprehensive safety action plan, 2) Conduct planning, design, and development activities for projects and strategies identified in an Action Plan, or 3) Carry out projects and strategies identified in an Action Plan.
- Implementation Grants: Due May 16. Eligible activities must implement projects and strategies from an eligible Action Plan and may also 1) Conduct planning and design activities identified in an eligible Action Plan, 2) Conduct supplemental safety planning (in support of an existing safety Action Plan), or 3) Carry out demonstration activities (in support of an existing safety Action plan).

Green and Resilient Retrofit Program

The Green and Resilient Retrofit Program (GRRP) provides direct loans and grants to fund projects that improve energy, water efficiency, or climate resilience of affordable housing. There are three funding opportunities within this program.

Deadlines:
- Elements cohort: Applications due July 31, 2024. The Elements cohort is open to properties that are in the midst of a recapitalization transaction that includes utility efficiency, renewable energy, carbon emission reduction, and/or climate resilience measures. Elements funds can be used to add or preserve specific green or resilient items in the property’s scope of work.
- Leading Edge cohort: Applications due April 30, 2024. The Leading Edge cohort is open to property owners in planning recapitalization and are interested in green certification. It provides funds for construction and transaction costs associated with achieving the qualifying green certification.
- Comprehensive cohort: Applications due May 30, 2024. The Comprehensive cohort is designed for properties that are not yet in the process of financing a project and have high efficiency and resilience needs. Awardees will get help evaluating their properties for energy and climate resilience investments that makes sense for them.

Energy Efficiency and Conservation Block Grant Program

The Energy Efficiency and Conservation Block Grant (EECBG) Program is designed to assist states, local governments, and Tribes in implementing strategies to reduce energy use, to reduce fossil fuel emissions, and to improve energy efficiency.

Deadlines:
- State and local governments: April 30, 2024
- Tribes: Extended to May 31, 2025

Community Change Grant Program

The Community Change Grant Program offers an unprecedented opportunity to transform communities affected by environmental justice across the United States into healthy, climate resilient, and thriving communities for their current and future residents. The program will fund community-driven projects that address climate challenges and reduce pollution while strengthening communities through thoughtful implementation.

Deadline: Applications accepted on a rolling basis until November 21, 2024 (The TCTAC recommends applying as early as possible as funds may not last until the deadline)

Climate Pollution Reduction Grants

The Climate Pollution Reduction Grants (CPRG) program provides $5 billion in grants to states, local governments, Tribes and Territories to develop and implement ambitious plans for reducing greenhouse gas emissions and other harmful air pollution. Authorized under the Inflation Reduction Act, the first phase of the program provided $250 million for noncompetitive planning grants and is currently accepting applications totaling approximately $4.6 billion for competitive implementation grants.

Deadline:
- General competition: Optional Notice of Intent to Apply due by February 1, 2024. Applications must be submitted no later than April 1, 2024.
- Tribes and Territories only competition: Optional Notice of Intent to Apply due by March 1, 2024. Applications must be submitted no later than May 1, 2024.

Clean School Bus Program

With funding from the Bipartisan Infrastructure Law, EPA’s Clean School Bus (CSB) Program provides $5 billion over five years (FY 2022-2026) to replace existing school buses with zero-emission and low-emission models. Under the EPA, the program offers two routes for clean school bus transitions, a grant program and a rebate program. The CSB grant program follows the traditional grant application process, and has more funding allocated to clean school buses and accompanying infrastructure transitions. The CSB rebate program follows an online application process and has less funding available.

Deadline:
- CSB grant program: Next grant cycle will open in Spring 2024.
- CSB rebate program: February 14, next cycle will open Fall 2024

Building Resilient Infrastructure and Communities

Building Resilient Infrastructure and Communities (BRIC) supports states, local communities, Tribes and Territories as they undertake hazard mitigation projects, reducing the risks they face from disasters and natural hazards. The program’s guiding principles are supporting communities through capability- and capacity-building; encouraging and enabling innovation; promoting partnerships; enabling large infrastructure projects; maintaining flexibility; and providing consistency.

Deadline: Applications due by February 29, 2024. Next cycle will open Fall 2024.
